COMMUNITY FUNDED FOOD

About nine months ago I first wrote a column about the emergence of crowd-funding as an alternative means by which direct-marketing farmers could raise finance to invest in capital enhancements and equipment purchases. Those investments in turn would enable on-farm value-adding and diversification that could make the critical difference between going under and going from strength-to-strength.

Judging by the numbers of farm-based crowd-funding campaigns in the past few weeks and months, there is a growing community appetite around the country to get behind local producers. On platforms such as Pozible, fundraising is structured around a rewards system, so for every pledge, you receive a specified ‘reward’ of goods produced on the farm. The higher your pledge, the greater your reward.

Producers like it because, if well structured and well promoted, these campaigns help raise their profile as an innovative supplier of good food to local communities. And of course because, unlike a loan or mortgage from a bank, there is no obligation to pay any interest. Repayment is in farm produce.

As my friend and fellow Committee member of the Australian Food Sovereignty Alliance, Tammi Jonas, puts it:

“Your support helps us reach our goals to be ethically viable without taking on debt from the banks to line shareholders’ pockets. Instead of feeding the banks, let us feed you with our range of tasty rewards in return for your pledge to help us reach our goal!”

Tammi and her husband Stuart (Jonai Farms, rare breed pigs) have just launched a campaign to raise $30,000 to build on an on-farm curing room and commercial kitchen, following the success of their campaign last year to build an on-farm butchery. Another free range pig farmer, Lauren Mathers, has just successfully raised $15,000 to build an on-farm charcuterie to make pork small goods.

And a truly enterprising young poultry farmer, Madelaine, raised a record-breaking $67,986 to purchase an egg cleaning and grading machine so she could increase her sales of organic and free range eggs direct to customers in Melbourne.

In northern NSW, I’m happy to report that there is an exciting new food social enterprise initiative just starting in Mullumbimby. Future Feeders is a project launched by a small group of local young people, aiming to create pathways for young people to enter agriculture and be supported in developing their skills and capacities to have viable and long-term careers in sustainable food production.

As I’ve written in this column several times previously, Australia is facing an agrarian demographic crisis. According to ABS data, the percentage of Australian farmers under 35 had fallen to 13% by 2011, from 28% thirty years previously. A quarter of all our farmers are over 65. We are quite literally relying on a workforce of pensioners to do a lot of the heavy 2014-01-12 16.59.45lifting in feeding us. This is both grossly unfair and dangerously non-resilient.

 

That is why it is so encouraging when groups of young people are motivated, enthusiastic and committed to enter agriculture. Future Feeders have a 2 acre urban farm operational in Mullumbimby, on which they have secured a five-year community land lease. They are looking to partner with retiring farmers on a land-share basis, to turn disused or under-utilised parcels of land into thriving centres of sustainable and diverse production for local and regional markets.

They are seeking support to raise start-up capital to purchase necessary irrigation, transport, fencing and storage equipment so they can hit the ground running. And they want to share their knowledge, expertise and resources widely through a co-operative farm management and community-supported agriculture model.

Simon Richardson, Mayor of Byron Shire Council, has this to say about Future Feeders:

“This group walks their talk: they get their hands into the soil and do so cooperatively, intelligently ad passionately. They are the future of the next generation of farmers.”

Local food and the 2013 Federal Election

As the 2013 Federal election draws closer, policy announcements are starting to come thick and fast.

The Government has already set out its stall on food and agriculture, in the shape of the National Food Plan. The ‘big idea’ is that Australia will become the ‘food bowl’ of Asia, with a 45% increase in exports and a 30% in agricultural productivity by 2025.

The Coalition likewise wants a big increase in exports and foresees a ‘dining boom’ to replace the ‘mining boom’. The distinguishing feature from the Government’s plan is the emphasis on Northern Australia, with the damming of rivers and the clearing of land seen as the key to opening up the untapped resources of the northern frontier.

Meanwhile Bob Katter’s Australia Party has taken an entirely different tack, focusing on what he sees as the largely negative role played by Australia’s supermarket duopoly in terms of the viability of our farmers. He has accordingly introduced a Bill to Reduce Supermarket Dominance, which among other things makes it an offence, punishable by a $50 million fine, for any supermarket operator to retain a market share greater than 20% withinsix years after the passage of the legislation.

That $50 million fine contrasts with the $61,200 fine imposed on Coles after it was found to have engaged in misleading conduct, by selling as ‘baked today, sold today’ bread that had actually been made weeks ago in Ireland.

Katter’s initiative, which was supported by Nick Xenophon, has been branded by the industry as ‘radical’ and ‘extreme’. Forcibly breaking up companies is indeed radical, although there are plenty of historical precedents for such actions. I can’t speak for Bob Katter, but I imagine he might say that a situation in which two companies control in excess of 70% of the grocery market is itself ‘radical and extreme’.

On this issue, the Government and the Coalition effectively adopt a ‘do nothing’ approach. The Greens, on the other hand, propose that the Australian Competition and Consumer Commission be given divestiture powers, although they propose nothing as directly forthright as Katter.

What the Greens have announced in the past week is the establishment of an $85 million grants program to support various forms of direct marketing of produce by farmers and growers, including farmers’ markets, regional food hubs, and community-supported agriculture vegie-box schemes.

This proposal draws directly on the experience of the ‘Know Your Farmer, Know Your Food’ program operated for some years by the US Department of Agriculture. Partly as a result of such initiatives, the numbers of farmers’ markets in the US have more than doubled in the past decade, from 2900 in 2001 to 7000 in 2010. And the numbers of farms selling some or all of their produce through local markets rose to 136,000 in 2012, a 24% increase from 2012.

The $85 million in grants for direct marketing compares favourably with the $1.5 million grudgingly offered by the Government in the National Food Plan to support community food initiatives such as farmers’ markets and community gardens. That $1.5 million came with many strings attached, including a dollar-for-dollar matched funding requirement. I know of many groups that would have liked to apply but were put off by such conditions.

Many people in rural and regional Australia will be sceptical that the Greens are or ever could be the friends of farmers. That said, direct marketing and local food is growing at 5% -10% per annum in North America, with solid and bi-partisan political support at both state and federal levels, and with clear benefits to farmers. Indeed, net farmer numbers in the US recently increased for the first time in decades, with many new entrants being considerably younger than the average age of 58. Clearly something is going on here.

In February last year , Canada-based blogger Nicole Foss (www.automaticearth.com) spoke at the Cavanbagh Centre in Coffs Harbour, as part of her speaking tour of Australia and New Zealand. Nicole is now back in Australia for another speaking tour, though she won’t be visiting Coffs on this occasion.

In Coffs as elsewhere, Nicole offered her perspective on what she terms the unfolding ‘deflationary depression’, caused by the build-up of unsustainable debt levels throughout the global economy, combined with the anticipated impacts of dwindling supplies of cheap energy. Events in many countries in southern Europe would seem to offer early confirmation of her analysis.

Nicole also talked about the shrinking  ‘trust horizon’ that she believes will accompany a prolonged economic contraction. She argues that ‘relationships of trust are the glue that holds societies together’; and while in good times trust expands and the sense of ‘us vs them’ recedes, the opposite is true when hard times fall.

Putting this in a wider historical context, Dr Ben Habib of La Trobe University notes how the Chinese people coped with around 140 years of upheaval, revolution and war from the 1830s to the 1970s by ‘drawing on a cultural practice called guanxi (pronounced “gwan-shee”) which is about maintaining networks of ongoing personal relationships based on mutual benefit through reciprocal ties and obligations.” It was guanxi, according to Dr Habib, that enabled ‘greater social stability at the local level in China than would otherwise have existed during this turbulent period.’

Enter Sam Mihelffy, who migrated to the Coffs Coast with her husband Aaron and young family from Noosa five years ago. They bought a 34-acre property in Karangi, with established stands of citrus, pecans, macadamia, avocado and custard apples. They added some blueberries, apple trees, a vegie garden and most recently dragon fruit; and for the first time in their lives became farmers.

At the start, they weren’t ready for taking on this sort of life project. “It was mind-blowing”, says Sam. “We definitely moved in there with our hearts and not our heads, we didn’t really take on the concept of growing on such a large scale. It’s been a massive learning curve, and we’ve only really scratched the surface. But it’s something you evolve with, it’s really exciting.”

They diversified the farm by fencing it into three paddocks and adding a flock of 30 sheep, three alpacas, six ducks, a shetland pony and a pet pig. So was born the concept of ‘Me-Healthy Farm’ (a play on their name, Mihelffy), a ‘whole farm’ experience. Sam and Aaron opened the farm on Sundays for friends and the public to visit, buy fresh local produce at the farm shop (both from their own farm and nearby properties), and relax with a cup of coffee and some homemade cake, while kids could run around and feed the animals.

Providing that direct connection with farm animals was a big part of Sam’s motivation. “A lot of kids, even in Coffs Harbour, don’t have that experience, not even with the sheep”, says Sam. “A baby lamb being fed, they have no concept of that, so it’s really that we could show kids, hey look, this is what it’s like to live on a farm, come and have that experience for the day.”

And the concept proved very popular. “The fact that the kids could roam free was a great pull for parents”, Sam says.  “They got excited about the fact that they could chill out, the kids could feed the animals – there were so many different aspects. And get some fresh produce. It was a real experience – and we don’t have that happening any more [in modern society].”

Sadly though Sam and Aaron have had to pause it for the time being, because the amount of work involved in having their farm open every Sunday with a farm shop, was proving to be too much with a young family. But it’s time could come again – and given the need to strengthen our trust horizons – it might be sooner than later.

In Sam’s words, “This is where we should all be going. It’s really what we want to do. It wasn’t just about us – it was about our local community, [about] all the local products of the area. This is what we need to do, get back into that trading idea, someone specialises in garlic, someone specialises in ginger, someone’s doing beef, someone’s doing honey. If anything ever happens, we need to create that community where we can support each other.”

The traditional and conventional thing is to make resolutions on New Year’s Day, or shortly thereafter.

That makes perfect sense. Start the year off on a positive note, turn over a new leaf, and all that.

But resolutions can be made at any time. So why not make an Australia Day resolution? Something that each of us decides that we can do to help make this country a better place to live in, and leave it a better place for our kids.

My resolution is to keep working, in the ways that I can, for a fairer and more sustainable food and farming system for our region, and our country. So that our soils are regenerated, rather than degraded. So that our water tables are replenished, rather than depleted and polluted. So that our cities are full of food growing and producing areas, in schools, in childcare and aged care centres, in streets, parks, vacant lots and rooftops. In backyards, frontyards, and community gardens. So that everyone, no matter who they are or how much money they have in their pocket or bank account, can enjoy healthy, nourishing food, every day.

So that our farmers get a fairer deal, and are not up to their necks in debt. So that five Australian farmers don’t continue to leave the land every day. And so that our children will want to embrace farming and food production, and caring for the land, as a fufilling and dignified life choice.

Because what we have forgotten, in our modern, information age and consumer economy, is that any civilization, anywhere, is ultimately founded on agriculture. If we don’t get the food production right, if we don’t look after the land, the water and the men and women who do the work of producing the food, then we may as well forget about all the rest.

I think these resolutions chime with the sentiments of a great many Australians. In fact, I know they do, because last September, in my role as national co-ordinator of the Australian Food Sovereignty Alliance, I was approached by the Australia Institute to include some questions in their regular national attitudes and behaviours survey.

These surveys go out to around 1,400 Australians, being a representative cross-section of men and women, city and country dwellers, different political affiliations, age groupings and so on.

We asked three questions in the October 2012 survey. The first was, ‘What top two measures should Australia adopt to ensure that sufficient quantitites of fresh, healthy and affordable foods are available to all?’, 86% nominated ‘Support local farmers to produce more’, and 63% nominated ‘Protect our best farmland from different uses, e.g. mining / housing’. 25% said ‘support people to grow more of their own food’, and a mere 5% nominated ‘import more of our basic food requirements’ as one of their top two choices.

The second question was, ‘How important is it to you that Australian family farmers and small-to-medium sized food businesses are economically viable?’. 62% said ‘very important’, and 30% said ‘quite important’. 2.3% said ‘not very important’ and a tiny 0.4% said ‘not important at all.’

Finally, when asked ‘What do you think should be the main two goals of Australia’s food system?’, a whopping 85% nominated ‘Promote and support regional / local food production and access to locally produced food’. 43.5% nominated ‘Achieve a globally competitive food industry and new export markets’, and 35.6% said ‘Ensure ecosystem integrity’.

Should any government or political party choose to take notice, these figures speak to a massive national consensus in favour of policies and public investment in regional and local food economies, and for support for our local farmers and food producers. Such policies enjoy twice the level of support of the goal of building ‘a globally competitive food industry and new export markets’.

Food Hubs – essential infrastructure for a Fair Food System

Last time I wrote about the efforts underway in Girgarre to turn a new page in the history of the Australian co-operative movement, by launching a ‘Food Hub’ manufacturing centre that is co-operatively owned and run by workers, growers and the broader community.

I’m happy to report that while Heinz has now sold its Girgarre site to another buyer, the Goulburn Valley Food Action Committee has found an alternative greenfield site in Kyabram, and are planning to launch the first of their new products, designed by Peter Russell-Clark, by the middle of May. The results of their feasibility study have now come in, and they show, according to Chairperson Les Cameron, that ‘demand for Australian product is greater than ever before…the Heinz approach of creating a product, marketing it and then trying to sell it through the major supermarkets is no longer the way to go. [The study] is showing a number of significant, medium-size companies are looking for Australian product; and sub groups who will not buy anything else.’

So far, so good. I’m following these developments with great interest. When their products are available in Coffs Harbour, I’ll be sure to let you know!

But back to the question: what is a Food Hub? In essence, it’s a conscious attempt to scale up local and regional food economies. If there’s been a single persistent and fairly persuasive criticism of the local food movement over the years, it’s this: that while its aims and principles might be great, and while farmers’ markets and community-supported agriculture might work quite well for smaller producers, local food as a whole actually fails to deliver the goods in terms of offering reliable markets with sufficient throughput and volumes for commercial-scale farmers.

That function, so this reasoning goes, can only be filled by central wholesale markets; or, in this country, by supermarket distribution centres.

The Food Hub is an attempt to tackle this criticism head-on.  Originating in the United States in the 1990s, Food Hubs have expanded across that country, with more than 100 in operation, and many experiencing strong growth and expansion. Their primary functions are typically the aggregation, marketing and distribution of local fresh and processed produce. In some ways they resemble a wholesaler, but with the key difference that their mandate is to source as much local produce as possible, and channel it into local businesses, institutions and households. In the process they create more demand for local food, help build the capacity of local producers, and get much better returns for farmers than they receive in the central market system.

Government purchasing power seems to have played a big role in fostering the growth of Food Hubs, with 40% counting among their clients public institutions such as schools and hospitals.

According to a recent survey of Food Hubs by the US Department of Agriculture, some of the longer-running hubs have become significant local businesses. One has 100 suppliers, including many small and mid-sized producers, and offers over 7,000 products. This Hub owns a 30,000 sq.ft. warehouse and 11 trucks, with 34 full-time employees and over US$6 million in sales in 2010.

But Food Hubs can do much more than aggregation, marketing and distribution. As in the Goulburn Valley, they can combine manufacturing and processing with innovative product development and multiple traineeships. The Local Food Hub in Charlottesville has a five-acre demonstration farm, where they run training days for local growers and offer apprenticeships and internships for the next generation of farmers. 20% of the food grown on this farm is donated to local food banks and anti-hunger organisations.

And so on. Because there’s no single business model, and because these hubs are locally-owned and controlled, responding to local needs and priorities, the forms they take will vary widely. That they are emerging and expanding at this point in time, when the existing food system is plagued by so many profound dysfunctionalities, is a cause for great optimism.

Sustainable Agriculture in the Tweed

The Tweed Shire Council is preparing a strategy for Sustainable Agriculture. This is part of the multi-faceted Northern Rivers Food Links project, in which the seven councils of the Northern Rivers, together with Rous Water, have been working together for the past three years on more than two dozen food security and sustainability initiatives. These include a source identification project, a Sustainable Food Directory, a sustain food website and ‘virtual marketplace’, the promotion of land-sharing to connect would-be growers with land-owners, a local government resource toolkit showcasing best case policy development across the region, and support for a number of community gardens and farmers’ markets.

The Strategy aims to set out a vision and a pathway in which the whole of the Tweed community can work together to ensure that agriculture remains economically and ecologically viable in the Tweed shire, contributing to the economic vitality and food security of the Tweed and beyond.

As I discovered through listening to the concerns of farmers and growers in the Tweed over a number of days, bringing the community together for this purpose will be no simple matter.

There is amongst many farmers a level of distrust and suspicion of the Council’s motives in preparing the Strategy. Specifically, there is a feeling that the Strategy may be used to further entrench existing restrictions on the subdivision of agricultural land.

For many farmers, in the Tweed as elsewhere, being able to sell part of their land is fundamental to their retirement plans. Restrictions on sub-divisions are seen as almost callous indifference to the huge burdens that farmers have been under for the past several decades.

This is a complex issue, because what typically happens with subdivisions is that they are purchased in five-acre lots by lifestyle ‘tree changers’ who spend a great deal of time mowing, slashing and fighting a largely losing battle against environmental weeds. After a number of summers spent that way, many urban refugees throw their hands up in despair, put their properties on the market, and gratefully return to the city. Sound familiar?

The one remaining agricultural machinery dealer in Murwillumbah confirmed this pattern. Whereas 15 years ago there were five dealers and most of the machinery sales were to commercial farmers, now it’s just him, and 90% of his sales are to lifestylers.

This pattern is resulting in the progressive loss of productive agricultural land, and so you can understand the Council’s reluctance to permit further subdivisions. But you can also understand the deep frustrations and bitterness felt by many farmers. These are the words of mango farmer Mike Yarrow, who has lived and worked in the Tweed since the early 1970s:

The core of our complaint [is] in relation to our deliberately destroyed profitability, which has left us at the end of our working lives – I am 67, whilst many [farmers] here are nearer 80 – with no super, no health insurance, no holiday houses by the sea, no life insurance, no income, no stocks, no shares…the list goes on…all we have left is our land, and many in places of power, or in the community, with no understanding of our deliberately induced poverty, call us ratbags for trying to take the only path out of this mess. I survive on a pension of $250 / week…

Mike has a quite sophisticated theory of what he terms ‘the deliberately induced poverty’ of smaller-scale farmers in Australia, and I’ll discuss that next time.

Local Food Film Festival, 2011

LOCAL FOOD FILM FESTIVAL

Last Sunday the Coffs Coast Local Food Film Festival was launched at Bellingen’s Memorial Hall. In previous years the Festival has featured documentaries and short films from overseas, covering topics such as the collapse of global fisheries due to over-fishing, the inequities of the global coffee trade, the multi-functionality and vibrancy of community gardens, and the fundamental role that healthy soil plays in human well-being.

We continue that tradition this year, with two excellent feature documentaries. The first, Vanishing of the Bees, tells the story of the not-so-mysterious reasons for the collapse in bee populations worldwide, and the dangers this poses for food production. The second, The Economics of Happiness, argues that humanity must urgently find ways to transition away from the narrow focus on economic growth, and towards economic systems that place human and environmental well-being at their centre.

A big change this year is that, having successfully run the first-ever local food film competition, we are able to present some excellent short films made by residents of the Coffs Coast, telling local stories about the challenges and joys around growing, preparing and eating food. Entries came from Nambucca, Sawtell, Coffs Harbour and Bellingen.

The winning entry – The Bushman of Tamban – tells the story of Damien Mibornborngnamabarra Calhoun, as he provides the audience with a tour of his property outside of Eungai Creek, showing the abundance of tasty and healthy bush tucker that is seemingly everywhere he turns. Damien laments the widespread loss of knowledge about these sources of food, especially amongst indigenous people, who as a result suffer disproportionately high rates of diseases linked to poor diets.

Sharing this knowledge is very important, both to pass on this culture and keep it alive, and for food security. As Damien says, nearly all of us take our food for granted, but what will we do if the systems and shops that we have come to depend on so heavily should break down, for any reason?

Damien, and the winning film maker, Fil Baker, were at the Festival’s launch on Sunday; and Fil was happy to receive his winner’s cheque of $1000. Another surprise guest at the Festival was ‘the grandfather of Australian cuisine’, celebrity chef and owner of the newly re-launched Number One Wine Bar and Bistro at Circular Quay, Tony Bilson.

Tony and his wife Amanda, who were holidaying with a friend in the Bellingen area, prepared a special local snack for film goers: steamed garlic flowers with a rich avocado mayonnaise. If you can find these flowers (try the Coffs Growers Market) I thoroughly recommend this way of preparing them: it was absolutely delicious.

Tony was also there to tell the 70-strong audience about the publication of his new book, Insatiable, an ‘autobiographical review of contemporary Australian cuisine’.  Tony says that ‘a lot of people don’t understand contemporary Australian food, so what I’ve done is give it a context and a narrative’. ‘The biggest change’, he says, is that now ‘food doesn’t need geographical references, such as beef bourguignon, or chicken provençal. Now food is much more individual, and people are much more interested in texture.’

In partnership with the Yolngu people of Arnhem Land, the Northern Territory Education Department and the Federal Department of Aboriginal Affairs, Tony recently launched a 10-year horticulture, healthy eating and educational project. By creating communal and market gardens, and combining this with cooking and nutrition classes, the project aims to address health inequalities, improve community self-reliance and create jobs.

Local food, says Tony, is ‘one of the things that give food its true character’; and in his view, the movement for local food is ‘very significant’.

A Food Plan for Industry, or a Plan for the People?

Canada’s political parties, and its food movement, have in recent years thoroughly discussed food policy formation. As Australia grapples for the first time with the idea of a National Food Plan, it’s instructive to look at the Canadian experience.

First, the political parties. In Canada’s most recent Federal election, held on 2nd May this year, all the major parties – the Conservatives, the Liberals, the New Democrats (NDP), the Greens and Bloc Québécois – went to the electorate with a platform on food policy. The Conservatives, and to a lesser extent the Liberals, were clearly focused on export agriculture, and opening up new markets. Each of the other three parties, by contrast, spoke of the need to work towards food sovereignty, broadly conceived as the ‘right of peoples and sovereign states to democratically determine their own agricultural and food policies.’

What this translated to in practice in the Canadian context was a need to protect farm incomes, both by reviewing the impacts of trade agreements on Canadian farmers, and by building strong and diverse local food systems so that more value in the food dollar is returned directly to farmers. The NDP identified the need for specific measures to find pathways for new entrants into farming, while the Greens linked climate change and emissions reduction to agriculture.

Of all the parties, only the NDP had carried out an extensive public consultation process of 28 community forums over 18 months in all Canadian provinces. At every forum participants overwhelmingly expressed their agreement that food sovereignty, as summarised above, should form the basis on which the Canadian government approaches its international trade negotiations.

The NDP reported that Canadians wanted a ‘comprehensive food strategy’, with the core objectives of ensuring access to healthy food for all Canadians; helping Canadian farmers deliver such access; and building a sustainable agriculture for the future.

As a matter of interest, the NDP recorded a 13% swing in its favour, nearly trebled its number of seats in the Canadian parliament, and now sits as the official opposition to the Conservatives for the first time in its history.

Also in the lead up to the election, a grass-roots citizen initiative led by Food Secure Canada published its ‘Resetting the Table: A People’s Food Policy for Canada’ report. This was, as I mentioned last time, the outcome of very extensive public discussions over two years, including 350 kitchen-table talks in which 3,500 Canadians participated. The report was embraced by both the NDP and the Greens.

The report pointed out its unique status as ‘the first-ever national food policy to be developed by the food movement itself – a diverse and dynamic network of organizations and individuals working to build a healthy, ecological and just food system for Canada.’ As the authors state, those involved in this movement ‘are taking actions daily that are transforming our food system from the ground up’, and the challenge is to ‘translate [these actions] into policy’.

The Policy itself draws on comprehensive recommendations and guidelines developed in ten detailed discussion papers generated by the engagement process with the public. The key recommendations are as follows:

  • ‘Ensure food is eaten as close as possible to where it is produced’ (e.g. mandatory local procurement policies for private and public organisations, and support for local food initiatives such as farmers markets)
  • Support producers in the transition to ecological production, including entry pathways for new farmers
  • ‘Enact a strong poverty elimination program with measurable targets and timelines’
  • ‘Create a nationally-funded Children and Food Strategy (e.g. school meals, school gardens, food literacy programs) to ensure that all children at all times have access to the food required for healthy lives’
  • ‘Ensure that the public, especially the most marginalised, are actively involved in decisions that affect the food system.’

You won’t find any of this in the Australian Government’s Issues Paper for a National Food Plan, which more closely resembles the food policy platform of the Canadian Conservative Party.

The Economics of Food Localisation

Local food and food sovereignty advocates identify many social and environmental reasons as to why the shift to local food systems is necessary and urgent.

And as I discussed a few weeks ago, this message is increasingly being heard and understood in government and policy circles, if the outcomes of Australia’s first-ever National Sustainable Food Summit are a reliable indicator.

The economic benefits of food localisation are also substantial, but there is little research on this area in Australia. Thankfully, this gap is now being filled by the pioneering work undertaken in the United States by Michael Shuman and his colleagues at BALLE, the Business Alliance for Local Living Economies.

Shuman, who visited Bellingen and Coffs Harbour in 2009 as part of a speaking tour of Australia, recently co-authored a report titled, ‘The 25% Shift: The Benefits of Food Localisation for Northeast Ohio & How to Realize Them.’[1]

As the title suggests, the centrepiece of the report was an economic impact modelling exercise. The authors examined the flow-on effect of all the economic actors – households, restaurants, grocery stores, wholesalers and distributors, and food manufacturers – of the 16 counties of the Northeast Ohio region (population, 4.14 million) increasing by a quarter the percentage of their food needs with produce sourced in the region itself.

This part of the US is economically depressed, with unemployment in excess of 10%, and major centres like Cleveland losing up to half their population since the 1950s, in the wake of the downscaling of the automobile and other heavy manufacturing industries.

At the same time, the local food movement is flourishing, with hundreds of established community gardens and urban farms in Cleveland and its surrounding towns, and dozens of new ones appearing each year; a ‘diversity of agricultural systems’, including ‘robust and cohesive farming communities’ such as the Amish and the Mennonites; innovative models such as farmer-consumer co-operatives; and ‘a rich history of businesses that support [these] farms through local purchasing and investment’.  The authors highlight many examples which reveal ‘the wholesale, restaurant and institutional buying power for local foods’.

So what did the study find? The conclusions were startling, showing that the 25% shift could:

  • ‘create 27,664 new jobs’, slashing the unemployment rate by an eighth;
  • ‘increase gross regional output by $4.2 billion’ and local and state revenues by $126 million;
  • ‘significantly improve air and water quality, lower the region’s carbon footprint, attract tourists, boost local entrepreneurship, and enhance civic pride’; and
  • ‘increase the food security of hundreds of thousands of people and reduce near-epidemic levels of obesity and type-II diabetes.’

Given its well-deserved reputation as a pioneer in local food, and given the thousands of dedicated individuals and businesses already working in the sector, one could be forgiven for thinking that the 25% shift would happen just by sheer momentum. But the authors highlight several weaknesses and barriers, including extensive poverty, significant numbers of food deserts, infrastructure gaps in wholesale, distribution and processing, a sceptical public, a lack of financial support for existing initiatives, and supply constraints.

Shuman and his colleagues are not fazed by the challenges, and offer 50 recommendations for how they can be overcome. These include innovative financing initiatives such as ‘revolving loan funds, municipal food bonds and a local stock market’; the creation of local business alliances to ‘facilitate peer learning and joint procurement co-operatives’; and the ‘deployment of a network of food-business incubators and ‘food hubs’ to ‘support a new generation of local food entrepreneurs.

 

This excellent study covers much more ground than I have described here; and anyone with a keen interest in this area should spend some time reading it.
